<P>PROBLEM TO BE SOLVED: To provide a substrate for an electrooptical device capable of enhancing quality of a color image displayed in a transmission mode utilizing an irregularity forming layer for imparting light scattering irregularity, to provide the electrooptical device and electronic equipment and to provide a manufacturing method of the substrate for the electrooptical device. <P>SOLUTION: In a counter substrate 30 of the transflective electrooptical device 1, the irregularity forming layers 50 are formed by using a blue and transparent photosensitive resin (a light transmission colored resin). A pixel 11 wherein a blue (B) color filter layer 34B is formed has a laminated structure of the irregularity forming layer 50 consisting of the blue light transmission colored resin and the blue (B) color filter layer 34B in a region two-dimensionally superposed on a light transmission window 330.
