<p>There are included a plurality of controllers, each of which, though being unable to export packets without gaps therebetween, can control the exporting of the packets in a relatively simple manner, and an arbitrating means that arbitrates the controllers. The controllers are caused to alternately operate so as to fill each gap between the packets. Each controller operates without consciousness about the statuses of the other controllers, and when a controller, while transmitting a packet to an interface, fails to export the packet due to some causes at the end of the interface and hence halts its operation, another controller operates to read the next data from a memory. Another controller has already read the data, so that the packets can be continuously processed without any complicated controls when the packet exporting is resumed.</p> |
