A thermal oxidation device is provided to transmit uniform heat to a sample when the sample is subjected to oxidation, perform heating and cooling in a reactor, and have the same heating mechanism as heating and oxidation of a high pressure steam sterilizer. A thermal oxidation device includes: a metal or glass housing(9) which is filled with hot oil(10) and of which the top and the bottom are airtightly covered with flanges(2,4); a spiral glass or fluorinated resin tube which is placed inside the housing and is a thermal oxidation reactor which, when nitrogen and phosphorous are automatically measured, heats and pre-treats a sample; and a heater and a temperature sensor which are inserted into the housing. The thermal oxidation device heats a sample by putting the sample into a sample tube and applying electricity to the heater to raise the temperature of the hot oil.
