PROBLEM TO BE SOLVED: To efficiently remove organic COD components by adding a reducing agent to water containing the organic COD components to cause the reduction decomposition of the COD components, thereby decomposing the COD components into low molecular compounds and diffusing the depolymerized COD components from the water. SOLUTION: The reducing agent is added by a pump 2 from a reducing agent storage tank 1 to the waste water containing the organic COD components and the waste water is introduced into a reduction decomposition depolymerization vessel 3. The reduction decomposition depolymerization vessel 3 heats the waste water by steam, etc., to accelerates the reduction decomposition of the COD components. The waste water subjected to the reduction decomposition is regulated in its pH by adding a pH control agent by pump 5 thereto from a pH control agent storage tank 4 and is then fed to a cracking formed gas diffusion vessel 6. The cracking formed gas diffusion vessel 6 releases the treated water after removing the depolymerized COD components in the water by diffusion. As a result, the organic COD components may be efficiently removed.
