Water-in-silicone emulsion compositions containing a silicone oil, a silicone elastomer, and an oil-soluble skin care active such as terpene alcohols, phytosterol, anti-acne actives, beta-hydroxy acids, vitamin B3 compounds, retinoids, anti-oxidants/radical scavengers, chelators, flavonoids, anti-inflammatory agents, anti-cellulite, topical anesthetics, and mixtures thereof.
