PROBLEM TO BE SOLVED: To improve the reliability of a revetment by conducting a treatment, in which an impervious material is stuck fast on the walls of structures, among the structures installed on a partition revetment when a waste dumping place is partitioned by a partitioning by a caisson or the like. SOLUTION: In a controlled type revetment constructed by arranging the caissons 11 and 11a in a row, a section between rubber seals 12 and 12a arranged through a specified interval is filled with the impervious material such as an asphalt mixture between the caissons 11 and 11a, thus building an impervious layer 13. When the impervious layer is constructed, the walls of the caissons and the surfaces of rubber materials are coated previously with a primer displaying an affinity among the walls and the surfaces of the rubber materials and the impervious material, and the walls of the caissons and the surfaces of the rubber materials are protected so that openings are not formed at connecting sections.
