PROBLEM TO BE SOLVED: To realize a communication control apparatus which is capable of carrying out data transfer between an internal network and an external network, even if environment setting information is not set. SOLUTION: An inter-network connection device 101 executes data transfer of a network layer level, between a WAN port 107 and each of LAN ports 108a-108n. If environment setting information 121 is not stored to a memory 110, a selector 104 connects the WAN port 107 to a layer-2 switch 103. Thus, the inter-network connecting device 101 functions as a switching hub and executes data transfer of the data link layer level, between the WAN port 107 and each of the LAN ports 108a-108n.
