<P>PROBLEM TO BE SOLVED: To provide a liquid ejecting head, can attain an extended life in addition to improvement in durability, a liquid ejecting apparatus, and a piezoelectric actuator. <P>SOLUTION: The liquid ejecting head includes a pressure generating chamber that is communicated with a nozzle opening, and a piezoelectric element 300 generating a pressure change in the pressure generation chamber. The piezoelectric element 300 includes a piezoelectric layer 70, a first electrode 60 formed above the piezoelectric layer 70 at the pressure generating chamber side, and a second electrode 80 formed above the piezoelectric layer 70 at a side opposite to the first electrode 60.
