PROBLEM TO BE SOLVED: To inhibit sending out of data packet toward congestion location without canceling out a link aggregation function when a ring network is partially congested. SOLUTION: A ring network apparatus 20 includes a link aggregator 21 for dividing transmitting data sent to the other ring network apparatus 20 into a plurality of data flows by using a predetermined link aggregation algorithm, a packet transceiver 25 for sending the data packet included in the plurality of the data flows to the ring network 10 in a sending direction set for every data flow, and a congestion detection unit 26 which switches the sending out direction of the data package partially in units of data flow in response to the detected result while detecting the congestion of the ring network 10.
