PROBLEM TO BE SOLVED: To provide a monitoring system, capable of shortening the recording time and detecting and displaying a video signal having an accurate motion by detecting only the video signal with a motion, even among video signals with signal level variations, obtained by using an imaging apparatus to image an object optical image affected by blinking illumination. SOLUTION: The monitoring system stores the difference between a first luminance level of an image related to a video signal, when an illumination light is bright, and no moving object exists in a monitored area and a second luminance level of an image related to a video signal, when the illumination light is diminished and no moving object exists in the monitored area as a reference level and detects the presence of the moving object in the monitored area, when the difference level at present between the first luminance level; and the second luminance level changes into a level greater than the reference level or changes from a greater level into a level which is the reference level or lower.
