<P>PROBLEM TO BE SOLVED: To provide a technology for maintaining confidentiality of information to be circularized by disclosing only information with respect to a user for each user who receives the information to be circularized when information is circularized. <P>SOLUTION: Transmission-destination information showing transmission destinations of original images of a plurality of pages, page information showing pages in which partial regions are masked, and partial-region information showing partial regions to be masked in each page are acquired so as to generate code information showing one set that includes each acquired information. The code information is synthesized on the original image of a predetermined page in the original images of a plurality of pages. Consequently, it is possible to generate transmission original images of a plurality of pages that respectively correspond to each of the original images of a plurality of pages (S405).
