<P>PROBLEM TO BE SOLVED: To provide a communication system and a communication method that realizes diversified near field communications (NFCs) in response to needs and the like, and a data processing device. <P>SOLUTION: NFC devices 1 to 3 have two features in that it enables communication in two modes, and data transmission at a plurality of transmission rates. The two communication modes include a passive mode and an active mode. When paying attention to communication between the NFC devices 1 and 2, in the passive mode, as is the case with a conventional IC card system, for example, the NFC device 1 out of the NFC devices 1 and 2 modulates electromagnetic waves generated by itself to transmit data to the NFC communication device 2, while the NFC device 2 load modulates the electromagnetic waves generated by the NFC device 1 to transmit data to the NFC device 1. In the active mode, however, both of the NFC devices 1 and 2 modulate electromagnetic waves generated by themselves to transmit data.
