<P>PROBLEM TO BE SOLVED: To provide a coil bobbin and an ignition plug apparatus for an internal combustion engine without causing a rare short circuit among layers of the coil. <P>SOLUTION: A secondary coil bobbin 26 includes a plurality of flanges 26b provided and going around the outer periphery of a cylinder 26a for forming a groove 26d around which a secondary coil 27 is wound, and a cutout 26c provided in the flange 26 and extending from an outer peripheral end of the flange to the cylinder 26a.
