<P>PROBLEM TO BE SOLVED: To form an image of uniform and excellent quality over the entire area along the generatrix direction of an image carrier of an image forming process means by sufficiently and uniformly air-conditioning the entire area. <P>SOLUTION: Provided are the image carrier 15, the image forming process means of forming a toner image on the surface of the image carrier 15, an air-conditioning means of adjusting at least humidity, and an air blow path 20 for guiding air controlled by the air-conditioning means and blowing the air to the image forming process means in the generatrix direction of the image carrier 15, and conditions of V≥0.4 and V/S≥0.8 are satisfied, where S is the opening area (cm<SP>2</SP>) of the air blowing path 20 and V is air blowing capacity per minute from the air blowing path 20 (L/min).
