The device has a cylindrical body with a chamber (12) receiving a cleaning liquid. Orifices (13, 15) opening outside drain, by gravity, the liquid when it is situated below the level (21) of the liquid in the chamber during the device rotation. An orifice (14), aligned with orifices (13, 15), is used to refill the chamber with the liquid, and to admit air in the chamber when an end (19) of a radial duct (17) is arranged above the liquid level. Radial duct has one end opening into an orifice (14) and other end (19) arranged in the vicinity of the chamber wall (20) situated opposite to the orifice.
