PROBLEM TO BE SOLVED: To prevent the occurrence of fire owing to the re-supply of power at the time of an earthquake by detecting the earthquake by an earthquake meter or an inclination meter directly connected to a breaker and providing the interlock for interrupting power based on the vibration of more than a prescribed level. SOLUTION: Signals which are digitally outputted from a watt-hour meter 1 are distributed by individual time bands which are set in a clock 6 by a signal conversion part 2 and an estimation part 3. Respective signals are added to the electric energy of preceding time. The signals estimated at every prescribed time are transmitted to a control part 4 and electric energy per month is transmitted from a communication part 5 to a power company. At that time, the earthquake is detected by the earthquake meter or the inclination meter 8 which is directly connected to the breaker 7 and the interlock for interrupting power based on the vibration of more than the prescribed level is provided so as to provide for the earthquake time of a large scale. Thus, the occurrence of fire owing to the resupply of power at the time of the earthquake is prevented.
