PROBLEM TO BE SOLVED: To prevent disabled start-ups due to failures in key sensors, such as air flow sensors for detecting an intake air flow. SOLUTION: It is determined in S1 whether an engine is in a start-up-disabled state, where a preset number of cranking operations give no start-up or the number of start-up failures CN is not less than a preset value. On detection of such a start-up-disabled state, a fail-safe mode is selected for another starting operation in S9, where a key engine-control sensor such as an air flow sensor is replaced with alternative means for detecting the throttle opening and the engine speed. When the fail-safe mode can start the engine in S10, the key sensor is diagnosed as involving a failure in S11.
