PROBLEM TO BE SOLVED: To provide a low cost artificial satellite service which forms a communication channel which is not affected by an artificial building, a plant or the like between a mobile unit and a fixed station in a building surrounded by a multi-story building, which can efficiently execute satellite broadcasting, mobile satellite communicating, inter-satellite communication, global observation or the like and which can constitute a system by a small number of the satellites. SOLUTION: The satellite communication or the satellite broadcasting is executed by using an artificial satellite group which is constituted by deciding six orbit elements 7, 8, 9, 10, 11 and 12 of a plurality of the satellites at a reference time 5, combining the plurality of elliptical orbits corresponding to the decided six orbit elements 7, 8, 9, 10, 11 and 12 of the plurality of the satellites and suitably disposing the satellites one by one on the orbits.
