<p><P>PROBLEM TO BE SOLVED: To provide a relay apparatus that has a plurality of relay devices for relay transmission and reception of data, and that can reduce the communication load by reducing the traffic, when exchanging data between the relay devices, and to provide a communication system that includes the relay device and a communication method. <P>SOLUTION: The relay devices 3a, 3b, 3c read the attribute values of the data, namely numerical information indicating measurement values, calculated values, control values, or the like, from receive buffers 37a, 37b, 37c for receiving the data from a connected ECU for storage, and create a trunk frame, including the numerical information for transmission and reception via a trunk 4.
