PROBLEM TO BE SOLVED: To enable low-priority packets to be speculatively transmitted while suppressing congestion of high-priority packets to ensure a high arrival rate.

SOLUTION: A transmission device includes: a data generation means 11 which adds priority showing the priority level of generated data, to the data; a table storage means 16 wherein a priority table associating the arrival rate being probabilities of reaching a repeater 2 of data transmitted from a transmission device 1 and priorities with each other so that the higher the arrival rate is, the higher the priority is, and a transmission interval table associating packet transmission intervals and arrival rate with each other are stored; a transmission data storage means 14 wherein data are stored in storage areas divided by priorities in accordance with priorities; and a transmission control means 17 which reads data in the priority order and determines a transmission interval corresponding to the priority of read data on the basis of the priority table and the transmission interval table and transmits data at this transmission interval.
