<p><P>PROBLEM TO BE SOLVED: To provide a visually fully allowable decoded image without allowing a generation code amount to exceed a prescribed code amount in a method called 2-pass encoding. <P>SOLUTION: The image encoder 10 for encoding input images by 2 passes of temporary encoding and final encoding includes: a plurality of quantizers of mutually different quantization steps; a temporary encoding part 130 for calculating a predicted code amount which is a predicted value of the code amount to be generated when quantizing and encoding the input images using each of the plurality of quantizers, for every quantizer; a reliability determination part 140 for determining reliability indicating the degree of prediction accuracy of the predicted code amount; and a final encoding part 150 for determining which of the plurality of quantizers is to be used on the basis of the reliability, and quantizing and encoding the input image using the determined quantizer. <P>COPYRIGHT: (C)2010,JPO&INPIT</p> |
