Three electrolytic cells (20) are arranged in an electrolytic bath (10) containing 1 % salt water as an electrolytic solution. In each cell (20), a cylindrical internal electrode (22) constituted of an aluminum plate (22b) and a titanium plate (22a) is provided in an electrolytic membrane container (21) which is made of a porous ceramic composed mainly of a crystalline clay mineral and contains water to be treated. In addition, a cylindrical external electrode (23) is disposed facing the internal electrode (22) on the other side of the container (21). A high-frequency AC containing a DC component is supplied between the internal electrode (22) and external electrode (23) in each cell (20) by periodically inverting the polarity of the current.
