PROBLEM TO BE SOLVED: To restrain toner splash from a developing roller by providing a toner layer forming member so that the tip part of the member may be positioned nearer to a photoreceptor. SOLUTION: The toner layer forming member 25 is provided so that its tip part 25a may be positioned nearer to the photo-receptor 2 than a line L2 perpendicularly extended from the center 2s of the developing roller 23 to a line L1 linking the centers 23s and 2s of the developing roller 23 and the photoreceptor 2. Namely, the base end 25b of the member 25 is fixed in a developer storing case 21 through a spacer 29 having specific thickness and the tip 25a is positioned at a position obtained by turning by a specified angleθnear to the photoreceptor 2 with respect to the line L2. Length (exposed toner length) from the tip part 25a of the member 25 to a developing position (position where toner is supplied to the photoreceptor 2 side from the developing roller 23) E is shortened and toner scattering rate is reduced.
