PROBLEM TO BE SOLVED: To provide a heating device and an image forming device capable of preventing the overheat of a heating roller and obtaining excellent quality. SOLUTION: When the heating roller is rotated, Vref3 is compared with VT1 (108). When Vref3>VT1 holds, operation progresses to 111, and an upper heater.driving signal S3 and a lower heater driving signal S5 are turned off. When Vref3>VT1 does not hold, Vref2 is compared with VT2 (109). When Vref2>VT2 holds, the signals S3 and S5 are turned on (110), otherwise, the signals S3 and S5 are turned off (111).
