PROBLEM TO BE SOLVED: To enhance productivity by making the cloth of a roll screen possible to be fixed to a weight bar or a winding pipe without sewing the cloth. SOLUTION: A loop part 10a which almost encircles the outer periphery of a core 14 is formed near the lower edge of cloth 10, and is inserted, together with a core 14, into the deep part 16a of a long regulating member 16 from an insertion hole formed in a longitudinal side end of the regulating member 16. The loop part 10a is moved along the longitudinal direction of the regulating member 16 and the folded part 10b of the cloth 10 and the main body part 10c of the cloth 10 are passed through a longitudinally extending opening groove 16b being narrower than the deep part 16a of the regulating member 16; after the loop part 10a is sandwiched between the core 14 and the interior wall of the deep part 16a of the regulating member 16, the regulating member 16 is inserted in place in an upper cavity part 12c formed inside a weight bar 12, and the folded part 19b of the cloth 10 located outside the regulating member 16 is stored in a space inside the upper cavity part 12c where the regulating member 16 does not exist.
