PURPOSE: A skin cosmetic composition and preparing method thereof are provided, inwhich a herbal medicine is a main component for treating freckles, melanism, or black spot without side effect and making smooth and bright complexional skin. CONSTITUTION: The preparing method of a skin cosmetic composition comprises the following steps of: mixing 35-45wt.% of Phaseolus radiatus Leguminosae, 12-19wt.% of talc, 13-20wt.% of Radix Angelicae Sinens, 10-20wt.% of Aconitum Coreanum, 5-10wt.% of Lithargyrum, and 2-5wt.% of Borneqlum Syntheticum; and grinding the mixed materials.
