PROBLEM TO BE SOLVED: To provide a heating element and a heating block having easy arrangement of a heating current-carrying wire, high insulation property, high leak- preventing capability, high durability (strength and corrosion resistance), and capable of being used for thawing or heating. SOLUTION: The heating current-carrying wire such as a nichrome wire or a carbon fiber bundle is arranged into a rod-shaped or plate-shaped center part, and fixed in the rod shape, the plate shape, or a meandering shape or a net shape originated from the rod shape or the plate shape with resin concrete containing thermosetting synthetic resin as a binder to form the heating element, and the heating element is arranged on the inside, and insert-molded with resin concrete, containing thermosetting synthetic resin as a binder to constitute the heating block.
