PROBLEM TO BE SOLVED: To prevent temperature rising at an abnormal time by discriminating whether a toner heating medium is made in a rotating state or not by a temperature detecting means in the fixing device of an electromagnetic induction heating system. SOLUTION: This device possesses a heating roller 1 heated by the magnetic induction of an induction heating means 6, a fixing roller 2 arranged in parallel with the heating roller 1, a heat-resistant belt 3 laid and rotated between the heating roller 1 and the fixing roller 2, a pressure roller 4 coming into press- contact with the fixing roller 2 through the heat-resistant belt 3 and forming a fixing nip part N by rotating in a forward direction to the heat-resistant belt 3, the temperature detecting means 5a disposed in the vicinity of the entrance of the fixing nip part N so as to detect the temperature of the heat- resistant belt 3, a second temperature detecting means 5b arranged on the inner surface of the heating part of the heating roller 1 so as to detect the temperature of the heating roller 1 and a discriminating means to discriminate whether the heat-resistant belt 3 is made in the rotating state or not based on temperature information detected by the temperature detecting means 5a and 5b.
