PROBLEM TO BE SOLVED: To provide a cut-off agent, a cut-off method steel sheet pile constituted by applying the cut-off agent thereon or a cut-off method steel pipe pile and a cut-off method making use of the cut-off agent capable of preventing the cut-off agent from coming off from the surface of basic materials of a water absorbing resin after the swelling even if water pressure rises in cutting-off. SOLUTION: The cut-off agent is used for stopping water by filling a space between the basic materials therewith, adhesion to the surface of the basic materials of a cut-off layer formed by the cut-off agent becomes 20 N/cm<2> or more after it has been immersed into an ion-exchanged water for 24 hours.
