PROBLEM TO BE SOLVED: To make a desired process carry out a desired processing without preparing a frame buffer when a reduction process or a magnification process is carried out after run length-coded image data are decoded. SOLUTION: In a video signal reproducing device, run length-coded image data are decoded by using a pixel clock as a dynamic clock during an image display period. The run length-coded image data not used in reduction display and the like is decoded by using as a dynamic clock a system clock having a frequency of integral multiple of a pixel clock. During non image display period, one code of the run length coding image data is decoded for each cycle of the system clock, and the decoded data are generated only one time, regardless of the number of continuous pixels of the decoded data.
