PROBLEM TO BE SOLVED: To resolve the problem that the output loss of video signals occurs because a part of overscan is not signals to be displayed on a screen, in a normal use state in a conventional video signal blanking circuit. SOLUTION: In a video signal blanking circuit, an original video signal 5 outputted from a video signal processing circuit 1 is controlled by a signal from an attenuation blanking circuit 3 and is outputted from a video signal output circuit 2 as a video signal 5 which is to be actually displayed and has been subjected to attenuation blanking processing. In this case, the video signal 5 subjected to attenuation blanking processing is so controlled that it is gradually attenuated from the end part of a display (screen) part 4 to be actually viewed and has the lowest level in the endmost part of overscan, and thus power of a part which is not outputted as an actual image on the screen is reduced.
