PROBLEM TO BE SOLVED: To enhance fault detecting capability by securely detecting a fault due to transient phenomena appearing in a plurality of cable modems at the same time. SOLUTION: A server processing unit 42 gathers measured values detected by the plurality of cable modems dispersedly installed on branch lines and the trunk line of a CATV transmission line 15 having a tree structure in a subscriber's house. A statistical processing unit 66 calculates average values of the measured value gathered in intervals of a predetermined time and stores them as statistical processing information. When the measured values are gathered from the cable modems, a fault detector 50 compares the gathered thresholds with a fault decision threshold to decide whether a fault occurs, and stores the decision result in fault information. A fault analyzer 64 estimates a fault position on the CATV transmission line. The server processing unit 42 is provided with a simultaneous parallel polling processing unit 46 which performs polling for the plurality of cable modems simultaneously in parallel and gathers the detected measured values.
