A plasma display panel is provided to decrease the number of manufacturing steps of a black layer by using a black material containing particles with diameters between 1 and 4 mum. A plasma display panel includes a front and rear substrates(101,111). A first electrode(102) and a second electrode(103) are formed on the front substrate. A third electrode(113), which crosses the first and second electrodes, is formed on the rear substrate. An upper dielectric layer restricts a discharge current between the first and second electrodes, such that the first and second electrodes are insulated from each other. A protective layer is formed on the upper dielectric layer. A black layer contains black particles with a diameter between 1 and 4 mum. The black particle contains at least one of Co and Ru materials.
