A method for access control of a proximity-based service, and a terminal are disclosed in the present invention. The method comprises: determining whether a forbidden access timer is running; if the timer is running, forbidding a ProSe UE from initiating a cell access request or from accessing contention resources for the proximity-based service access; and, if the timer is not running, determining, on the basis of an access level restriction parameter for ProSe communication and access level restriction information which are comprised in proximity-based service access control information, whether to allow the ProSe UE to initiate the cell access request or access the contention resources for the proximity-based service access. A computer storage medium is also disclosed in the present invention.
