PURPOSE:To maintain required idling r.p.m. even when function of a vale working device is stopped by arranging the first valve body which has ventilation grooves on its inner wall and the second valve body maintained by a shaft body on the same shaft. CONSTITUTION:The first valve body 15 is formed on a shaft body 13 connected to a diaphragm 6. The second valve body 16 which has groove parts 22 acting as ventilation holes is arranged in concentric status with the valve body 15 and maintained by a conical spring 17. When electric current is sent to a solenoid 1, air flows through the groove parts 22 in response to a difference between energizing forces of spring bodes 12 and 17 until an electric current value reaches a preset value. When the solenoid 1 is magnetized and a plunger 11 is attracted, a clearance is formed between the shaft body 13 and a flat surface 10 and negative pressure in an outflow port 2 goes to a pressure regulating chamber 23 and then the shaft body 13 is attracted. Accordingly, a clearance corresponding to displacement of the solenoid is formed between the valve body 16 and a valve seat 5 and then air can flow. Therefore, a required air amount can be supplied even when the function of the solenoid is stopped and a required idling r.p.m. can be obtained thereby.
