PURPOSE:To ensure starting after stopping by setting the shift speed to a maximum speed when a brake signal is detected, but by setting the same in accordance with a vehicle running condition if no brake signal is detected. CONSTITUTION:An electronic control device 108 receives signals from various sensors, and drives a motor 107 in accordance with these signals so as to continuously change the torque ratio of a belt-type continuously variable transmission 102. In this speed shift control, when a brake signal sensor 126 detects a brake operation, the motor speed or the shift speed is set to a maximum speed. Meanwhile if no brake signal is detected, the shift speed is set in accordance with signals indicating a vehicle running condition, that is, signals indicating a vehicle speed, a throttle opening degree detected by sensors 121, 118, and the like. Thus, it is possible to follow an abrupt variation in desired torque ratio due to brake operation, and to terminate a speed shift completely at an underdrive position upon stopping, thereby it is possible to ensure starting after stopping.
