PROBLEM TO BE SOLVED: To speedily and efficiently manage and control the position of a movable person or body and assign a movable service provider. SOLUTION: When A taxi user make a request for service through a telephone set 35, the zone of the telephone set is found by retrieval from a telephone directory data base 22, position information corresponding to the zone is found by retrieval from an area information data base 23, and the nearest position information for the position information is found from a nearest position retrieval table 25. Then a taxi which has its position information meeting the nearest position information and complies with the service request is found out by retrieval from a service provider data base 21 to make a call connection between the telephone set 35 and the taxi.
