PROBLEM TO BE SOLVED: To prevent generation of the waste of communication costs and to prevent an other party from feeling uncomfortable by judging matching of the functions including terminal classification of a terminal being the origin of transmission and a terminal being the destination of transmission at the time of transmission, operating transmission when the mutual functions mach, and operating transmission control when they do not match. SOLUTION: A main controller 102 detects a call signal from an analog general telephone set 104, moves to a call processing, and operates the confirming processing of a terminal classification ID. At the time of the terminal classification ID confirming processing, the terminal classification ID of the telephone number of another side terminal classification ID table is compared with the terminal classification ID of the transmitting terminal so that whether or not any common function is present can be judged. When the terminal classification ID confirmation is OK, the main controller 102 moves to a normal speech processing. When the terminal classification ID confirmation is NG, the main controller 102 transmits an alarm signal to the analog general telephone set 104, and transmits a disconnection signal to a communication network 101, and oeprates a series of disconnection processing.
