PROBLEM TO BE SOLVED: To verity whether a process until the transmission of an enciphered sentence or the like is correctly performed or not when any error occurs in the case of deciphering the enciphered sentence. SOLUTION: A plain sentence storage part 101 stores plain sentence data, an enciphering part 102 enciphers the plain sentence data, a first verity data generating part 104 generates first verify data and a second verify data generating part 106 generates second verify data. Then, a deciphering part 114 deciphers the enciphered sentence data, a first verifying part 114 performs verification by using the deciphered sentence data and the first verify data, a second verifying part 117 performs verification by using the first verify data, the enciphered sentence data and the second verify data and a display part 112 displays the verified results.
