System uses aircraft mounted base station to initiate contact.- DETAILED DESCRIPTION - The system provides establishment of radio communication between at least one mobile subscriber (1), which may be implanted in a vehicle or aircraft (2), and at least one resident subscriber (3) based at a site. The device includes a base station (4) which is mounted on the vehicle and a mobile station (5) which is associated with the base station. Communication is established by detecting within the base station when the vehicle reaches a site, and identifying suitable time windows, and transmitting into the window a signal representing the vehicle identity. The exchange of information includes exchange of directory information between the base station and the mobile station
