PROBLEM TO BE SOLVED: To prevent endurance boring while obtaining a stable image by appropriately keeping the thickness and the surface roughness of the outermost layer of an electrifying roller using substance including fluororesin. SOLUTION: The electrifying roller 1 is constituted of a shaft type conductive supporting body 2 made of metal or plastic, an urethane foam elastic layer 3 to which conductivity is imparted by dispersing carbon, a resistance layer 4 whose resistance is adjusted by dispersing the carbon in water dispersion acrylic resin and a protection layer 5 made of water dispersion fluororesin. The thickness of the layer 5 is set to >=2.5μm and <=13μm and the surface roughness thereof Rz is set to >=1μm and <=8μm.
