PROBLEM TO BE SOLVED: To attain the minimum band guarantee to low priority data without interrupting the communication of high priority data. SOLUTION: A packet dividing part 210 inquires the priority of input data fetched from an input buffer 410 to a priority order base 310 for deciding the priority of each type of data, and when the priority of the data is high, the packet dividing part 210 operates normal packet division, and when the priority of the data is low, the packet dividing part 210 operates the fine packet division of the packet length into one in several of a high priority packet, and transfers the packet to a queue 420. A packet transmission control part 220 operates the transmission of a packet stored in the queue 420 based on the priority of the priority order base 310, and operates the transmission of the packet by inserting the low priority packet between the high priority packets for preventing the interruption of the communication of the low priority data.
