PROBLEM TO BE SOLVED: To provide a system for allowing even a user with low use frequency to receive a data transmission service at a discount price which is equivalent to that of a high speed and large capacity network service user. SOLUTION: Data from a 6.3 Mbit/s service user are connected with an ATM switcher 3a by converting the transmitting speed into 156 Mbit/s by a speed converter 5a, and data multiplexed by the switcher are transferred to the destination through a 6.3 Mbit/s relay line 1 by converting the transmitting speed into 6.3 Mbit/s by a speed converter 2a. The transferred data are separated and converted by an ATM switcher 3b by converting the transmitting speed into 156 Mbit/s by a speed converter 2b, and transmitted to a user by converting the transmitting speed into 6.3 Mbit/s by a speed converter 5b.
