PROBLEM TO BE SOLVED: To provide a mobile communication system, a base station device, and a communication terminal device that can flexibly use frequency resources and improve the utilization efficiency of the frequency resources while improving communication speed.SOLUTION: A cell 2 that includes DL CC 2, resources for a downlink, but does not include UL CC 2, resources for an uplink, is configured as a non-related cell. A base station device does not notify a communication terminal device of link information on the cell 2, a non-related cell. In addition, a cell 1 that includes DL CC 1 and UL CC 1 is configured as a related cell. The base station device notifies the communication terminal device of link information on the cell 1, a related cell.
