The device comprises a container (1) for the liquid, and a control valve with a movable, pretensioned locking part. The device further comprises an application tube (12) which is connected to the locking part. The container is exchangeable, and is housed in a top part (2). A bottom part (3) contains the valve and is detachably connected with the top part. The connection of the top and bottom parts is outwardly sealed by an O-ring (23). The device has a screw connection (24) between the top and bottom parts. The bottom part is hollow and has a radial V-shaped groove (5).
