PROBLEM TO BE SOLVED: To automatically supply video signals accurately synchronously with each other to video effect devices of each production system without the need for a manual operation. SOLUTION: A plurality of production systems each having video effect devices 6, 7 process a video signal outputted from a base resource device 2 in parallel and video signals outputted from the video effect devices 6, 7 are sequentially selected to produce a program. The subject system is provided with a phase matching section 5 that synchronizes the video signals received by the video effect devices 6, 7.
