PROBLEM TO BE SOLVED: To protect the secrecy of program information, to increase the safety from illegal access, and to vary the output quantity of the program information by storing and managing the source code information of a program and explanatory information giving a supplementary explanation for the source code information independently and separately so that they are related to each other. SOLUTION: A program information separation part 6 relates the source code information included in program information and the explanation information giving a supplementary explanation for the source code information and then separates the both and the source code information is supplied to and stored and managed by a source code information storage part 8 and the explanation information information are supplied to an explanation information storage part 9, so that the source code and explanation information are stored and managed individually. A program information integration part 7 informs a program information output part 4 of the source code information stored and managed by the source code information storage part 8 as program information. Further, the source code information and explanation information are integrated and then reported to a program information input/output part 5.
