PROBLEM TO BE SOLVED: To provide a temperature detecting device for detecting the temperature of a fixing roller, in a noncontact manner with improved temperature detection accuracy. SOLUTION: A thermopile unit 34 includes a stem 101, a CAN 102, a thermopile chip 103, and the like. A cylindrical waveguide member 106 is disposed between an inner surface 1021 of the CAN 102 and the thermopile chip 103 so as to surround the light path of infrared radiation A. The waveguide member 106 is made of glass and the like, which has an infrared reflecting film 111 provided on the inner circumferential surface thereof. Infrared radiation B, due to radiant heat traveling from the inner surface 1021 of the CAN 102 to the thermopile chip 103, is reflected by the infrared reflection film 111 of the waveguide member 106 and is then guided to the stem 101.
