PROBLEM TO BE SOLVED: To provide a positioning device etc. dispensing with the need for holding map data or communicating with a communication base station, and determining a position by effectively using satellite signals correspondent to various reception environments. SOLUTION: This positioning device 20 for determining a present position by receiving satellite signals from SPS (Satellite Positioning System) satellites, comprises a positioning basic value calculation means for calculating positioning basic values including the phases and signal intensities of the satellite signals based on the satellite signals, a reception environment determination means for determining the reception environments of the satellite signals based on the reception conditions of the satellite signals from the plurality of SPS satellites, and a positioning means for determining positions by using the positioning basic values based on the reception environments.
