A deblocking filter and a filtering method using the same are provided to require no a high-capacity memory and reduce the access frequency to a memory, thereby decreasing the production cost and the power consumption. A deblocking filter unit(21) filters the blocking between unit blocks in a macro block consisting of XxY constituted by X horizontal edges and Y vertical edges. A memory unit(23) stores data filtered by the deblocking filter unit and data needed for filtering. The deblocking filter unit, with respect to a unit block row formed by the first horizontal edge and Y lines, performs a filtering work on the Y vertical edges sequentially, and then performs a filtering work on the first horizontal edge, which is divided into Y parts by the Y vertical edges, sequentially. The filtering work is sequentially performed to a unit block row formed by the Xth horizontal edge and Y lines.
